The Netherlands’ Gaming Authority (KSA) has imposed a hefty €1.13 million fine on Blue High House SA for offering unauthorised online gambling services to Dutch players via its website, betonline.ag. This penalty highlights the importance of compliance in a regulated market and the KSA’s dedication to protecting consumers from the risks of illegal gambling.
KSA’s investigation and fine
The investigation began after the KSA noticed irregularities in betonline.ag’s operations. Using advanced tracking methods, the authority confirmed that Dutch players could access the site without restrictions. The violations uncovered include the operation of unauthorised gambling services without the necessary Dutch permit, the absence of geo-restrictions which allowed unrestricted access by Dutch players, and negligence in player protection, such as the lack of basic safeguards like age verification.
The KSA identified several aggravating factors that exacerbated the situation. Firstly, there was no age verification, allowing minors to easily create accounts and gamble. Additionally, the presence of autoplay and turboplay features encouraged rapid betting, significantly increasing the risk of addiction. Lastly, there was a lack of responsible gaming safeguards, as players were not provided with tools to set limits or control their gambling.
Under Dutch law, fines for unlicensed operators typically start at €600,000. This serves as a standard deterrent against illegal operations. Due to the aggravating factors, the fine was raised to €1.13 million, reflecting the severity of Blue High House SA’s violations and their disregard for player safety.
KSA’s stance on illegal gambling
Michel Groothuizen, Chairman of the KSA board, emphasised the importance of ensuring a safe gambling environment. He highlighted the risks posed by illegal operators and reaffirmed the KSA’s commitment to strict enforcement.
Groothuizen stated, “The Netherlands has a legal market to ensure that people who want to gamble can do so safely. With illegal providers, such as Blue High House, we often see that risky gaming behaviour is not considered in any way. For example, players can create an account on this website without having to verify their age, which means that minors can also play. We also saw things like autoplay and turboplay, which can encourage excessive gaming, and there were no gaming limits. The KSA takes tough action against these types of illegal websites.”
Earlier this month, the KSA fined Alimaniere for similar violations, demonstrating its continued vigilance in combating illegal gambling. The fine sends a clear message that non-compliance will not be tolerated. Blue High House SA faces reputational damage and financial setbacks.
The severe penalty acts as a deterrent, encouraging other operators to comply with Dutch regulations to avoid similar consequences. Raising awareness among players and operators about the risks of illegal gambling can help foster a safer gambling environment.
